While noise is the number one issue, privacy follows a close second.

Currently there appears to be no specific piece of legislation that protects the privacy of individuals against drones.

There are no specific rules around privacy in CASA regulations or the use of drones for surveillance.  The regulation also do not prohibit a drones being flown over a person’s house or filming and recording) a person in public or private.  This means that if a drone flies over you and takes film there is no legal recourse in terms of privacy.Whether under the Privacy Act, or under any other Act or Regulation, there appears to be no recourse about breaching privacy should a drone fly over a persons property and surveillance occur or images are recorded.
